About the System

The Government of Uganda Refugee Response Monitoring e-System (GoU-RRMS), is a management system developed by Office of the Prime Minister (OPM) on behalf of the Government of Uganda, to support and strengthen the capacity of Government in coordinating, monitoring and reporting all aspects of Refugee Programs. The system is tailored with GoU Line Sectors of Health, Education, Energy, JLOS, lands and Housing, Public sector, Security, Works, Social Development, Trade Industry and Tourism, Water and Environment Sectors.

The system is used in two fronts. Firstly, for Application to implement Refugee response intervention. The partners who wish to implement Refugee response interventions in Uganda are expected to apply electronically through the system. Secondly, to track the progress in the implementation of Refugee responses by the various actors in Uganda for decision making.

The system products include:

• Partnerships tracked.
• Mapping actors.
• Irregularities and intrusions, by non-approved actors detected.
• Refugee activities monitored and coordinated by OPM.
• MDAs supported by OPM with data and refugee information.
• Financial investments for the refugee response tracked by Government.
• Refugee response tailored to GoU systems.
• GoU refugee databank tool in place.
• Reports received by OPM from actors as per the MoUs.
• Policy adherence by actors tracked
• Strategic actors (inclusive of UNHCR, Agencies, MDAs, DLGs etc) access a variety of data on refugee response.
• Decision makers access variety of material, tailored with GoU contexts.
